ID:12258 Partition "<name>" cannot contain unlicensed IP ("<name>") that requires OpenCore Hardware Evaluation support. The IP must be in the Top partition

CAUSE: Your design has one or more partitions that support partial reconfiguration, or your design uses CvP. Your design also includes the specified IP, for which you do not have a full license. As a result, the IP must use the OpenCore Hardware Evaluation feature. The Quartus Prime software currently requires such IP to be in the Top partition. However, you defined the specified partition around the IP.

ACTION: Remove any user partitions around the IP.
