CAUSE: You attempted to set a partition on the specified hierarchy name. However, the current design does not contain a user hierarchy by that name. You may have modified your design, e.g. by editing your HDL or regenerating your SOPC Builder system. You may have misspelled the hierarchy name or partitioned a hierarchy inferred by Quartus Prime during synthesis; you cannot partition inferred hierarchies.
ACTION: Remove or correct the partition.
