CAUSE: Changes were made to the design, notably the adding or removing of Partial Reconfiguration from the design. These changes require quartus_stp to be run at the beginning of the compilation flow before quartus_map to keep SignalTap II's assignments valid.
ACTION: Run quartus_stp followed by re-running quartus_map
