CAUSE: You may have manually edited the the Quartus Prime Settings File (.qsf) in such a way that the assignment section contains incomplete assignments. The incomplete assignments in that section are created by tools such as SignalTap II Logic Analyzer and Logic Analyzer Interface.
ACTION: Remove all the incomplete assignments in that section first. If SignalTap II Logic Analyzer or Logic Analyzer Interface tool is used and you are compiling the project using compilation module executables, you need to run quartus_stp first to recreate the assignments properly.
