CAUSE: The design contains CLKLOCK primitives that could not be converted to ClockLock PLLs because the current target device you specified for the design does not support ClockLock PLLs.
ACTION: Remove the CLKLOCK primitives from the design, or target a device family that supports ClockLock PLLs.
