CAUSE: The file could not be opened for writing. This may be because you do not have permission to create the file.
ACTION: Ensure that you have permission to create a file in this directory on the specified path. If the error was generated when creating Tcl scripts for bottom-up incremental compilation flow you can rename your partitions to change the name of the output file.
