CAUSE: The directory could not be created. This may be because you do not have permission to create the directory in the specified path.
ACTION: Ensure that you have permission to create a directory on the specified path. If the error was generated when creating Tcl scripts for bottom-up incremental compilation flow you can change the output directory or try changing a partition name if the directory reflects the name of a partition with illegal characters.
