ID:11730 Use Fitter (quartus_fit) --read_assignment option when using --io_smart_recompile option

CAUSE: You ran the Fitter with the --io_smart_recompile option. However, you did not use the --read_assignment option. You must use the Fitter --read_assignment option when using the --io_smart_recompile option.

ACTION: Make sure you use the Fitter --read_assignment option when using the --io_smart_recompile option.
