CAUSE: You started incremental compilation, but the Quartus Prime software cannot find the previous placement and routing information for the project. This error can occur if a full compilation was not performed on the project before attempting an incremental compilation, or the project database has been corrupted.
ACTION: Perform a full compilation on the design, and then perform an incremental compilation.
