CAUSE: You directed quartus_cdb to import a project database from the specified version-compatible database file by running quartus_cdb with the --import_database option. However, quartus_cdb cannot read the version-compatible database file. This error can occur because the file does not exist or is not up to date, or you do not have permission to read the file.
ACTION: Make sure that the file exists and is up to date, and that you have permission to read the file.
