CAUSE: You attempted to run quartus_cdb with the --export_database option. However, an existing version-compatible database file already exists and cannot be removed. This message can occur if you do not have permission to write to an existing file with the same name.
ACTION: Make sure you have permission to write to the specified file, or remove the file manually before running quartus_cdb with the --export_database option.
