ACTION: Make sure all cables are securely connected, select a different device, or check the power on the target system.
CAUSE: You directed the Programmer to configure a device with the ByteBlasterMV, ByteBlaster II, USB-Blaster or MasterBlaster communications cable, and you directed the device to use a user-supplied clock on the CLKUSR pin for initialization, but you did not supply a start-up clock for initialization of the CLKUSR pin. As a result, the data did not load successfully into the device.
ACTION: Make sure you have specified a start-up clock for initialization of the CLKUSR pin, or specify that the device not use a user-supplied clock on the CLKUSR pin for initialization.
