CAUSE: The specified power supply value was the external supply voltage applied to a voltage rail, but the value has changed since the Fitter was run. This can be a result of hand editing the Quartus Prime Setting File (.qsf).
ACTION: Re-run the Fitter with the new voltage setting. Go to the Operating Conditions page and select a new voltage setting, which can be applied externally to the specified power rail. To avoid receiving this message in the future, Altera recommends using the Quartus Prime software dialog boxes and wizards to modify settings, rather than editing the QSF manually.
