CAUSE: The specified value was found as the external supply voltage applied to the specified power rail, but the value is invalid. This can be a result of hand editing the Quartus Prime Setting File (.qsf).
ACTION: Go to the Operating Conditions page and select a valid supply voltage, which can be applied externally to the specified power rail. To avoid receiving this message in the future, Altera recommends using the Quartus Prime software dialog boxes and wizards to modify settings, rather than editing the QSF manually.
