CAUSE: You performed an action that requires the Quartus Prime software read the incremental compilation assignments. An error occurred when the Quartus Prime software tried to read from the Quartus Prime Settings File (.qsf) for the project.
ACTION: Make sure the Quartus Prime Settings File for your project is present and is not being used by another process. Also, make sure you have read access to the file.
