CAUSE: The Fitter was not able to process memory blocks within the transceiver reconfiguration controller (ALT_XCVR_RECONFIG) connected to a transceiver PHY IP containing the specified component Avalon Memory Map block. This may happen when the transceiver reconfiguration controller (ALT_XCVR_RECONFIG) is in a post-fit Quartus Prime incremental compilation partition and transceiver channels have not been assigned to specific locations.
ACTION: Ensure that the transceiver reconfiguration controller (ALT_XCVR_RECONFIG) is not placed in a post-fit Quartus Prime incremental compilation partition or that all transceiver channels are locked. This limitation will be removed in a future release of the Quartus Prime software. For more information, refer to the Release Notes.
