CAUSE: The specified SERDES transmitter is in a design partition. In order to preserve the interface of the design partition, the Quartus Prime software will tie off dangling ports to virtual pins which can trigger this error message.
ACTION: Check the requirements of the SERDES transmitter interface in your design. If this port is required, make sure it is connected to an output pin. Otherwise, remove this port from your HDL or by modifying the properties on the Megawizard. If you are not sure whether or not this port is required, change the setting for this hierarchy so that it is not a design partition - not all hierarchies make good design partitions.
