CAUSE: You selected a target device for the current project. However, the Fitter cannot place the project in the target device because the project requires more fast PLLs that can support high-speed differential I/O nodes than the device can contain.
ACTION: Modify the design to reduce the number of high-speed differential I/O fast PLLs in the project to the specified limit or select a larger device.
