CAUSE: You selected a target device for the current project. However, the Fitter cannot place the project in the target device because the project requires more gigabit transceiver block (GXB) transmitter PLLs than the device can contain.
ACTION: Modify the design to reduce the number of GXB transmitter PLLs in the project or select a larger device.
