CAUSE: You specified a target device for the current project. However, the Fitter cannot place the project in the target device because the project requires more fast, enhanced PLLs, or gigabit transceiver block (GXB) transmitter or receiver PLLs than the device can contain.
ACTION: Reduce the number of fast, enhanced, or GXB transmitter or receiver PLLs in the project, or select a larger device.
