CAUSE: You selected a target device for the current project. However, the Fitter cannot place the project in the target device because the project requires more enhanced PLLs that have the SCAN_CHAIN parameter set to SHORT than the device can contain.
ACTION: Modify the design to reduce the number of enhanced PLLs that use short scan chains, or set the SCAN_CHAIN parameter to LONG.
