CAUSE: You selected a target device for the current project. However, the Fitter cannot place the project in the target device because the project requires more enhanced PLLs that use an fbin port or use more than one extclk port than are available in the target device.
ACTION: Modify the design to reduce the number of enhanced PLLs that use the fbin port or use more than one extclk port.
