CAUSE: You assigned the specified inclk1 pin of the specified enhanced PLL to the specified I/O location that can feed only the inclk0 port of the PLL. As a result, the Fitter cannot place the PLL.
ACTION: Change the location assignment for the I/O pin or delete the assignment.
