CAUSE: You selected a target device for the current project. The Fitter cannot place the specified enhanced PLL in the specified PLL location because it does not accept enhanced PLLs.
ACTION: Modify the design to reduce the number of PLLs in the project, reassign the PLL to another location, or select a larger device.
