CAUSE: You specified an illegal fan-in for inclk0 of the specified fast PLL. For fast PLLs, inclk0 must be fed by an input pin that drives only the fast PLL.
ACTION: Modify the design so the specified fan-in is fed by an input pin driving only the fast PLL.
