CAUSE: A non-input pin feeds the input clock of the specified enhanced PLL. The Fitter, however, cannot place the specified PLL because the input clock of an enhanced PLL must be fed by an input pin.
ACTION: Modify the design so that the input clock of the specified PLL is fed by an input pin.
