CAUSE: The Fitter cannot place the specified SERDES receiver or transmitter in the specified location because the location does not support the data rate required by the SERDES receiver or transmitter.
ACTION: Delete or change the location assignment for the SERDES receiver or transmitter, or modify the design to reduce the data rate of the SERDES receiver or transmitter.
