CAUSE: You made a location assignment for the specified DQ I/O pin, but the Fitter cannot place the DQ I/O pin in the assigned location because either the DQ I/O pin or its associated DQS I/O pin is assigned to a location or region in the device that does not include an available designated DQ I/O pin.
ACTION: Change or delete the location or custom region assignments to allow the DQ I/O pin to be placed in a location in the device that contains an available DQ I/O pin.
