CAUSE: The Fitter cannot place the specified fast PLL because the differential I/O nodes driven by that PLL have inconsistent location assignments.
ACTION: Change the location assignment for the fast PLL or its differential I/O nodes, or modify the design to reduce the number of differential I/O nodes driven by the fast PLL.
