ID:186082 Differential I/O nodes driven by PLL "<name>" are not all on the same side of the device and cannot be reached using any differential I/O clock networks

CAUSE: The Fitter cannot place the specified PLL because the differential I/O nodes driven by this PLL are not all assigned locations on the same side of the device. As a result, they cannot be reached using any differential I/O clock networks.

ACTION: Change the location assignment for the fast PLL or its differential I/O nodes, or modify the design to reduce the number of differential I/O nodes driven by the fast PLL.
