CAUSE: You assigned the specified pin, which is an output or bidirectional pin, or a pin with registers, to a dedicated clock pin. However, the Fitter cannot place the pin because an input pin without a register can be assigned only to a dedicated clock pin.
ACTION: Delete the pin assignment.
