ID:186062 Fast PLL "<name>" or one or more differential I/O nodes driven by it are locked on the <name> side but the "<name>" PLL location is on the <name> side of the device

CAUSE: You assigned the specified fast PLL or one or more of the differential I/O nodes driven by it to a location that is locked on the specified side; however, the specified PLL location is on the specified side of the device. As a result, the Fitter cannot place the fast PLL.

ACTION: Change the location assignment for the fast PLL or the differential I/O nodes.
