CAUSE: The Fitter cannot place the specified PLL because high speed differential I/O nodes driven by the PLL are not all in the same I/O bank. For a high speed differential I/O pll, all differential I/O nodes driven by it must be in the same I/O Bank.
ACTION: Change the location assignment for the fast PLL or its differential I/O nodes, or modify the design to reduce the number of differential I/O nodes driven by the fast PLL.
