CAUSE: The Fitter cannot place the specified high speed differential I/O node in the specified location because that location must be in the same quadrant as the specified PLL in the specified location.
ACTION: Change the location assignment for the fast PLL or its differential I/O node, or modify the design to reduce the number of differential I/O nodes driven by the fast PLL.
