CAUSE: The Fitter cannot place the differential I/O standard receivers or transmitters driven by the specified fast PLL in the specified location because not enough DIFFIOCLK routing resources are available.
ACTION: Change the location assignment for the fast PLL or its differential I/O nodes, or modify the design to reduce the number of differential I/O nodes driven by the fast PLL.
