CAUSE: You assigned the specified pin to a dedicated clock pin location. However, the Fitter cannot place the pin because a global clock is not available and a regional clock cannot be used due to the location constraints of one or more destinations. This error can occur when PLLs use global clocks.
ACTION: Delete the pin assignment.
