ID:186453 Can't place fast PLL "<name>" in PLL location <name> because only <number> differential I/O "<name>" pin locations are available but <number> are needed

CAUSE: The Fitter cannot place the specified fast PLL in the specified location because only the specified number of differential I/O pin locations are available, but the specified number of pin locations are needed.

ACTION: Change the location assignment for the fast PLL or its differential I/O nodes, or modify the design to reduce the number of differential I/O nodes driven by the fast PLL.
