ID:186171 Can't place XGMII state machine "<name>" at location <name> because location is already occupied by XGMII state machine "<name>"

CAUSE: You included the specified XGMII state machine in the design. However, the Fitter cannot place the XGMII state machine at the specified location because the location is already occupied by the specified XGMII state machine.

ACTION: Assign the specified the XGMII state machine to another location.
