CAUSE: You included the specified gigabit transceiver block (GXB) transmitter or receiver channel in the current design. However, the Fitter cannot place the GXB transmitter or receiver channel at the specified location because the quad that the specified location belongs to is disabled in the device.
ACTION: Assign the GXB transmitter or receiver channel to a different location.
