ID:186170 Can't place GXB transmitter PLL "<name>" at location <name> because the location is already occupied by another PLL "<name>"

CAUSE: You included the specified gigabit transceiver block (GXB) transmitter PLL in the current design. However, the Fitter cannot place the PLL at the specified location because the location is already occupied by another PLL.

ACTION: Assign the specified the GXB transmitter PLL to another location.
