ID:186169 Can't place GXB transmitter PLL "<name>" at location <name> because its input clock "<name>" cannot be placed at pin <name>

CAUSE: You included the specified gigabit transceiver block (GXB) transmitter PLL in the current design. However, the Fitter cannot place the specified input clock to the PLL at the specified pin.

ACTION: Assign the specified input clock of the GXB transmitter PLL to another pin.
