CAUSE: You included the specified gigabit transceiver block (GXB) transmitter channel in the current design. However, the Fitter cannot place the GXB receiver channel at the specified location because the location does not accept GXB transmitters.
ACTION: Assign the GXB transmitter channel to a legal location that accepts GXB transmitters.
