CAUSE: You assigned the 1.5-V PCML I/O standard to an I/O pin that does not drive gigabit transceiver block (GXB) pins. The 1.5-V PCML I/O standard is supported only for GXB transmitter or receiver pins, and clock input pins.
ACTION: Delete or change the 1.5-V PCML I/O standard assignment.
