CAUSE: You assigned the specified gigabit transceiver block (GXB) transmitter PLL to the specified location. However, the Fitter cannot place the gigabit transceiver block (GXB) transmitter PLL at the location due to conflicting location assignments.
ACTION: Assign the GXB transmitter PLL to another location or delete the location assignments.
