CAUSE: The specified gigabit transceiver block (GXB) pin must be placed at the specified GXB pin location due to location assignments or device constraints. However, the Fitter cannot place the pin at the specified location due to incompatible location or I/O standard assignments. GXB pins that use the predivider must use the 1.5-V PCML I/O standard.
ACTION: Assign the GXB pin to another location in the device or change the I/O standard assignment to 1.5-V PCML.
