CAUSE: You assigned the specified I/O pin to a specified location and specified a migration device for the design. However, the I/O pin cannot be placed in the specified location in the migration device. As a result, the Fitter cannot place the I/O pin.
ACTION: Delete or change the location assignment, or select the same target device with a different package or a different target device with the same package.
