CAUSE: The specified on-chip termination (OCT) control block exists in the netlist but does not drive any I/Os. This may happen if you manually edit the netlist or if QIC is enabled and you remove all termination assignments to I/Os.
ACTION: Assign OCT I/Os to the specified control block or recompile with QIC disabled.
