ID:174066 On-chip termination control block "<name>" cannot be placed on the left or right side of the chip because it is driving I/Os with logic settings that require a control block on the top or bottom side of the chip

CAUSE: I/Os that use 1.2V or 1.5V VCCIO and an impedance value of 25 ohms cannot not be driven by on-chip termination (OCT) control blocks that are on the left or right side of the chip.

ACTION: Assign the control block to the top or bottom edges of the chip by making a location assignment to the corresponding rup or rdn pin.
