CAUSE: The specified on-chip termination (OCT) control block could not be placed. This may happen if all the I/O banks which have OCT blocks in them are used by other OCT blocks, or if they have a VCCIO set which conflicts with the VCCIO of the pins driven by the specified control block.
ACTION: Add pin location assignments to free up I/O banks where OCT control blocks may be placed, or remove some control blocks from your design.
