CAUSE: You used a Quartus Prime Quartus Prime Setting File (.qsf) assignment to associate the specified I/O with the specified on-chip termination (OCT) control block. But no OCT control block with that name exists in the design.
ACTION: Remove the QSF assignment or change the value of the assignment to the name of an existing OCT control block.
